MURDER SUSPECT ARRESTED

The evening of February 7, 2008 Tommie Forster, was arrested for the murder of Maya Davis. Maya Davis’s body was discovered on September 4, 2007 on Rotunda Avenue. She was 21 years-old and resided at the 4600 block of West Norfolk Road in Portsmouth.

Forster was charged with 1st degree murder and is currently being held at the Chesapeake City Jail. Forster is 22 years old (DOB 10/14/85) and resides at the 600 block of Lakeshore Drive in Portsmouth. Davis and Forster had once dated in 2007. The motive and cause of death are still being withheld.


OFFICERS ARREST TWO MEN AFTER THEY ROB AND CARJACK VICTIMS

On February 8, 2008 at 1:10 a.m., Emergency Communications received a 911 call from a victim calling to report that he was just robbed at gunpoint by two black males in the 3700 block of Whitney Court in Twin Canal. The armed men also stole the victim’s 2001 Jeep Cherokee. Responding officers from the First Precinct spotted the stolen vehicle fleeing from Twin Canal heading towards S. Independence Blvd. The officers attempted to stop the stolen Jeep, but the driver eluded police. The suspects crashed the vehicle and fled on foot. First Precinct officers quickly apprehended one of the suspects, while other officers, along with a K-9 officer, pursued the second suspect on foot. The police K-9 caught the second suspect a short time later.

The suspects have been identified as follows:

Elijah Temel Baker - 24, of the 1300 block of Pierside Ct., Virginia Beach. He has been charged with Carjacking, Armed Robbery, two counts of Use of a Firearm, Possession of a Firearm by a Convicted Felon, Conspiracy to Commit a Felony, Eluding Police, Assault on a Police Animal, Reckless Driving, and Driving on a Suspended Operator’s License.

Devin Demetrius Watts - 24, of the 300 block of San Antonio Blvd., Norfolk. He was charged with Armed Robbery, Carjacking, 2 counts of Use of a Firearm, Possession of a Firearm by a Convicted Felon, and Conspiracy to Commit a Felony.

Both suspects are being held in the Virginia Beach Correctional Center without bond.

This case remains under investigation by the Department’s Robbery Squad with Detective Grazia Moyers as the lead investigator.


STATE POLICE INVESTIGATING VOTER REGISTRATION SCAM

Virginia State Police in cooperation with the State Board of Elections is investigating more than a dozen inquiries from residents across Virginia about a voter registration scam.

According to the citizen complaints, each one received a telephone call with a recorded message yesterday, Wednesday, Feb. 6, 2008 and today. The recorded message informed the individual that he or she would be receiving a voter registration application packet in the mail. Upon arrival of the packet the individual was being instructed to complete the enclosed form, sign it and mail it back. So far, neither state police nor the State Board of Elections has heard from anyone who has received the application packet.

Registrars from the counties of Amherst, Bedford, Charles City, Dickenson, Halifax, Henrico, Lancaster, Montgomery and New Kent, as well as those in the cities of Charlottesville, Danville, Galax and Martinsville, began receiving calls yesterday from concerned citizens regarding this matter. Upon receiving the inquiries, the State Board of Elections contacted the Virginia State Police and an investigation was initiated.

Anyone who has received such a call and/or a packet is advised to contact the Virginia State Police Administrative Headquarters at (804) 674-2026 or at vfc@vsp.virginia.gov.

“It is not the practice of the State Board of Elections to leave automated recorded messages or ask voters to return their completed voter registration forms to anyone other than to their local registrar,” said Ms. Nancy Rodrigues, Secretary of the State Board of Elections. “Anyone who has a question about their status as a registered voter should contact their local registrar’s office or the State Board of Elections at 1-800-552-9745.” Additional voter registration information is also available at the State Board of Elections Website at http://sbe.virginia.gov..

With any scam, one is advised to never provide personal information, particularly one’s social security number or credit card information, to unknown individuals over the telephone or Internet. If solicited over the phone or Internet for information, attempt to obtain a physical address, rather than a P.O. box or mail drop. Also be watchful of spelling errors, grammar problems or inconsistent information when receiving documents, applications, etc. online or in the U.S. mail.

UPDATE 2/8/08:

STATE POLICE IDENTIFY SOURCE OF MASS VOTER REGISTRATION MAILINGS TO VIRGINIA HOUSEHOLDS

Virginia State Police special agents have tracked down and identified the source of the mass mailing of voter registration applications to Virginia households across the Commonwealth.

The investigation was initiated Thursday (Feb. 7, 2008) after State Police was contacted by the State Board of Elections. On Wednesday and Thursday of this week, Virginia citizens began receiving recorded phone messages notifying them that a voter registration packet would be arriving in the mail. The individuals were then advised to complete, sign and mail in the application. Concerned because the messages did not specify who or where the packets were coming from, many of the citizens contacted their local registrar to find out if it was legitimate.

The investigation revealed that the phone calls and packets were generated by Women’s Voices Women Vote, a nonprofit, nonpartisan organization based out of Washington, DC. The organization is targeting more than 228,000 unmarried women in Virginia and 22 other states in an effort to increase voter registration and participation.

The voter registration application contained in the packet is a legitimate voter registration form commonly accepted by the State Board of Elections. The organization provided prepaid envelopes addressed to the State Board of Elections.

“Those individuals who may have completed this form and sent it in, do not have to worry,” said Nancy Rodrigues, Secretary of the State Board of Elections. “The personal information provided in the application is safe. Upon receipt of their application, it will be sent to their local registrar’s office for processing. Once the voter has successfully registered they will receive a voter registration card in the mail.”

No charges will be placed against the organization, as neither the statewide phone solicitations nor mass mailings violate state law.


TWO FROM NEWPORT NEWS TO LEAD OTHER DEPARTMENTS

February 6th, 2008 - Newport News Police Captain William T. Riley (pictured left) has been appointed as Chief of the Selma, Alabama Police Department and Sergeant Michael R. Berry has been appointed as Chief of the Rincon, Georgia Police Department. Captain Riley is a twenty-three-year veteran of the Newport News Police Department and currently commands the Criminal Investigations Division. Sergeant Berry, a seventeen-year veteran, is a shift supervisor in the Department’s South Precinct.

Captain Riley will officially assume his new duties on March 4th and Sergeant Berry anticipates moving to his new position on April 1st.

Captain Riley and Sergeant Berry join four other former captains and a former deputy chief from Newport News to be selected to become chiefs of other departments in the past three years. Although we are losing the experience of longtime members of our department, we are proud to have had this number of our personnel chosen to lead other departments. We congratulate Captain Riley and Sergeant Berry and wish them great success in their new positions.


STABBING VICTIM DIES FROM INJURIES

On February 2, 2008, police received a call of a fight in progress at Milly’s Cue and Chew Lounge located at 2934 South Military Hwy. Two men involved in the physical altercation were transported to Sentara Norfolk General Hospital with stab wounds. One victim received a laceration to the neck that was non-life threatening. The second victim, Marvin Teller, was stabbed in the chest and died, unexpectedly, the evening of February 6. Teller was 47 years-old and resided at the 2900 block of South Military Hwy. in Chesapeake. Matthew Showalter was arrested and charged that evening with malicious wounding. He is 30 years-old and resides at the 500 block of Lynnfield Road in Chesapeake.

It was determined that a fight broke out between four subjects, including the victims and Showalter. Showalter claims he was defending himself when he was jumped by the three men. Teller may have been trying to break up the fight when he was stabbed. Showalter’s charges may be upgraded pending the outcome of the investigation.

BANK ROBBER JUMPS COUNTER AND CONFRONTS TELLER

On Wednesday, February 6, 2008 at 5:57 p.m., Police were called to the 1800 block of Kempsville Rd. for a holdup alarm at the Bank of the Commonwealth. While officers responded to the alarm, the dispatcher made contact with bank employees and determined a robbery had just occurred.

The suspect initially came into the bank at 4:55 p.m. and inquired about opening an account. He left the bank and returned fifty minutes later. He approached the teller and asked to cash a check. When the teller asked for the man’s identification and the check, the suspect jumped the counter and demanded money. The bank security alarm was activated, notifying Emergency Communications of the robbery. The suspect obtained money from the clerk and fled from the bank on foot toward Indian River Road.

The suspect is described as a white male, 23-26 years of age, 180-200 pounds, with a pudgy build. He has short reddish-blond hair, a moustache, and a full beard. He was last seen wearing a white “Hurly International” t-shirt with the word “International” on the front in dark letters. He was wearing blue jeans, sneakers, and a maroon colored baseball cap. He was carrying a black backpack.

Anyone with information about this crime is encouraged to call the Virginia Beach Crime Solvers Office at 1-888-LOCK-U-UP (562-5887). Callers remain anonymous and are eligible to receive a cash reward of up to $1,000 if their information leads to an arrest.

This case remains under investigation by the Departments Robbery Squad with Detective Mark Laino as the lead investigator.


SUSPECT QUICKLY ARRESTED AFTER CALLING IN A BOMB THREAT

On February 6, 2008 at 2:37 p.m., Virginia Beach Emergency Communications received a 911 call from an unknown subject who was calling from a pay phone in the Birdneck Shopping Center. The caller stated to the dispatcher that a bomb had been placed inside the Target store located in the 500 block of First Colonial Road. He further stated that the bomb was set to detonate shortly and there were armed men outside of the store. Second Precinct uniformed officers quickly responded to Target and evacuated the building. The Department’s Bomb Squad was notified and responded to the scene. The building was searched and rendered safe.

Second Precinct Detectives Melissa Johnston and James Marafka, along with Sgt. James R. Johnson, responded to where the call had originated, the Birdneck Shopping Center, located in the 1000 block of Virginia Beach Blvd., They located the pay phone the subject had used, and canvassed the area for suspects. They came into contact with an intoxicated man who was subsequently arrested for Public Intoxication. He was transported to the Second Precinct and interviewed by detectives. They determined he was the person responsible for the bomb threat. Fire Investigators responded to assist the detectives.

The suspect, Keith Timothy Hamrah, 24, homeless, was charged with one felony count of Threatening to Bomb and Public Intoxication. He is being held in the Virginia Beach Correctional Center on a $5000 surety bond. He could possibly face further charges

The cooperative efforts of the officers, detectives, and dispatchers involved led to the quick apprehension of the suspect, and quelled the fears of Target’s employees and their customers.

This case remains under investigation by the Second Precinct Property Crimes Detective Bureau with Detective Melissa Johnston as the lead investigator.


OFFICERS’ ACTS OF BRAVERY TO BE RECOGNIZED

The Newport News Police Department will hold its semi-annual awards ceremony at 7:00 P.M. on Wednesday, February 6, 2008 at the Ferguson Center for the Arts on the campus of Christopher Newport University.

Among the awards to be presented are twelve lifesaving medals, three bronze medals of valor, two silver medals of valor and two gold medals of valor. These include such acts of bravery as entering a car that had been involved in a traffic crash and erupted in flames, and lifesaving efforts such as performing CPR in an effort to resuscitate a shooting victim, clearing an infant child’s obstructed airway and preventing a distraught woman from jumping from a bridge.

Additionally, following a memorial tribute to former Chief George Austin, his son will assist in the presentation of the Chief George C. Austin Award.

Other awards to be presented during the ceremony include officer of the year, dispatcher of the year, supervisor of the year, field training officer of the year, auxiliary officer of the year, civilian of the year, volunteer of the year and team effort of the year.

In addition to recognizing several civilians for their actions, Chief Fox will also recognize those officers taking the most guns off the street and officers making the most DUI arrests along with other categories.


MAN CHARGED WITH ABUSE OF A 13-MONTH-OLD CHILD

On Friday, February 1, 2008, at approximately 9:30 a.m., police and rescue personnel were sent to the 100 block of Palm Beach Place, Virginia Beach, relating to a child having breathing difficulties. The child was transported to a local hospital and later transported to CHKD in Norfolk. The child was left in care of Jose R. Aispuro and his wife who were babysitting at the time. Mr. Aispuro’s wife was not in the apartment at the time of the incident. The child’s parents were notified at the time of the transport.

The preliminary investigation over the next several days revealed the child’s injuries did not concur with the story provided by Mr. Aispuro as to how the child was injured.

Arrested: Aispuro, Jose R., 21 of the 100 block of Palm Beach Place, Virginia Beach. He was charged with Aggravated Malicious Wounding. He was transported to the Virginia Beach Correctional Facility and is being held under no bond.

The case case remains under investigation by the Department’s Homicide Squad with Detective T. M. Jones as the lead investigator.


JUVENILE ARRESTED FOR POSSESSION OF WEAPON AT SCHOOL

At around 7:00 am February 6, 2008 a 16-year-old Woodside High School student was arrested, at school, after he was found to have a 40 cal. Glock handgun in the waistband of his pants. The handgun did not have a bullet in the chamber of the gun, however there were eight bullets in the magazine. The preliminary investigation revealed that the student brought the gun to school for protection. The gun was found to be stolen from a Newport News residence, however it was not taken in a burglary.

The 16-year-old was taken to Juvenile Intake and charged with possession of a firearm by a minor and possession of a firearm on school property. No additional charges are expected to be filed. The juvenile remains in Juvenile Detention.

VIRGINIA BEACH’S FIRST HOMICIDE OF 2008

On Thursday, February 7, 2008 at 3:36 a.m., Police were called to the Mayfair Apartments for a suspicious call, where the complainant heard what was believed to be gunshots. An officer patrolling in the 5800 block of Newtown Arch, Virginia Beach, located a deceased male seated in a white sedan. The man appears to have died as the result of a gunshot wound.

Forensics Technicians responded to process the crime scene as detectives interviewed citizens in the apartment complex. At this time, there is no suspect information.

The victim has been identified as Sherrod Bailey, 26, a former Virginia Beach resident.

NEWPORT NEWS'S 1ST HOMICIDE OF 2008

At about 5:30 P.M., Sunday, February 3, 2008, Police Communications received several calls for gunshots heard in the area of the shopping center in the 400 block of Oriana Road. One call also indicated that there had been a shooting in the shopping center parking lot. When officers arrived they located a male victim lying about three quarters of the way across the unlit parking lot from a large abandoned store. The victim was pronounced deceased at the scene by medics.

Officers learned that a black newer model Ford Taurus, occupied by three black males, was seen leaving the area following the gunshots. There is no further suspect description at this time.

A motive for the shooting is not yet known.

The victim is identified as Jonte Rashon Terry, 18, of the 400 block of Denbigh Boulevard.

Anyone with information about this case is asked to call Newport News Crime Line at 1-888-LOCK-U-UP. Callers may remain totally anonymous, are never required to testify in court and could be eligible for up to a $1,000 reward for information leading to an arrest.


FIVE ROBBERS ARRESTED IN A STRING OF CHINESE RESTAURANT ROBBERIES

On Friday, February 1, 2008 at 8:04 p.m., Police responded to a report of a robbery of the Fu Hing Restaurant, in the 5600 block of Princess Anne Rd., Virginia Beach.

Investigators determined that two suspects entered the rear of the store while three other suspects waited in a car nearby. The two armed suspects fled from the store and got into the waiting vehicle. The vehicle fled from the scene.

Officers interviewed witnesses and provided a description of the suspects and their vehicle over the police radio. An officer patrolling in the Salem Lakes area spotted the vehicle and conducted a high-risk traffic stop. All five individuals were taken into custody without incident. Each suspect was charged with two counts of Robbery, two counts of Use of a Firearm in the Commission of a Felony, and one count of Conspiracy to Commit a Felony. The suspects are being held without bond.

Investigators have linked some of these suspects to four other Chinese Restaurant robberies that have occurred within the last month. The four robberies include:

  • 1/7/08, Chens Garden Restaurant, 3900 block Salem Lakes Blvd.
  • 1/18/08, China City Restaurant, 3800 block Princess Anne Rd.
  • 1/27/08, Panda Garden Restaurant, 4600 block Princess Anne Rd.
  • 1/31/08, China Garden Restaurant, 1600 block Independence Blvd.

A total of 66 felony warrants were obtained against the suspects. Not all five suspects were involved in each of the five robberies.

The suspects are identified as the following:

Jamar A. Winder - 20, of the 4000 block of Rainbow Dr., Virginia Beach. He is charged with 6 counts of Robbery, one count of Attempt Robbery, seven counts of Use of a Firearm in the Commission of a Felony, six counts of Conspiracy to Commit a Felony, and four counts of Wearing a Mask.
Demoine D. Hodges - 18, homeless. He is charged with 6 counts of Robbery, six counts of Use of a Firearm in the Commission of a Felony, six counts of Conspiracy to Commit a Felony, and three counts of Wearing a Mask.




Develle L. Dunbar - 18, of the 3900 block Kiwanis Loop, Virginia Beach. He is charged with is charged with 4 counts of Robbery, four counts of Use of a Firearm in the Commission of a Felony, three counts of Conspiracy to Commit a Felony, and one count of Wearing a Mask.
Brandon L. Taylor - 19, of the 4000 block of Rainbow Dr., Virginia Beach. He is charged with two counts of Robbery, two counts of Use of a Firearm in the Commission of a Felony, and one count of Conspiracy to Commit a Felony.
Juvenile - age 17, charged with two counts of Robbery, two counts Use of a Firearm in the Commission of a Felony, and one count of Conspiracy to Commit a Felony.

This case remains under investigation by the Departments Robbery Squad with Detective Paul Graziano as the lead investigator.


VIRGINIA BEACH POLICE DEPARTMENT'S 2007 CRIME REPORT ‘VIOLENT CRIMES DECREASE’

The Part I Crime rate for Virginia Beach for 2007 was 32.3 crimes per 1,000 residents, slightly lower than the 32.7 rate in 2006. The crime rate is a comparison of reported Part I Crimes to population. Part I Crimes include violent crimes -- homicide, rape, robbery, and aggravated assault -- and property crimes -- burglary, larceny, motor vehicle theft, and arson. All crimes are reported annually to the Federal Bureau of Investigation by law enforcement agencies nationwide and serve as a measurement for overall volume and rate of crime.

During 2007, violent crimes in Virginia Beach, which comprise only 8% of our reported Part I Crimes, decreased by 12.5% when compared to 2006. Homicides decreased from 19 to 16. Robberies decreased from 688 to 555. Aggravated assaults increased from 425 to 430. The largest violent crime decrease was seen in rapes, down from 129 in 2006 to 103 in 2007, a 20% decrease. The Part I Crime rate for violent crimes is 2.5 crimes per 1,000 residents for the City of Virginia Beach. Virginia Beach traditionally has the lowest violent crime rate for cities of similar size across the nation.

Property crimes comprise 92% of reported Part I Crimes and increased by 0.1%. Burglaries increased by 1.5%, larcenies decreased by 0.1%, and motor vehicle thefts decreased 1.1%. Arsons increased over the past year by 4.5%. Members of the Virginia Beach Fire Department investigate arson cases.

Virginia Beach cleared 58% of violent crime cases during 2007. According to the most recent figures from the FBI’s Crime in the United States 2006, the national average clearance rate for violent crimes for cities with populations of 250,000 or more was 32%. The number of property crime cases cleared in 2007 was 26%, up slightly from 2006 and the highest over the last five-year period. The national average for property crimes cleared is approximately 16%.

Chief A.M. “Jake” Jacocks, Jr. said “We are pleased that our overall crime rate has continued to decline, and especially so that violent crime in Virginia Beach declined 12.5% last year. However, we recognize that this decline means little to those who were victimized. Our continuing above average clearance rate is the result of the hard work of our exceptionally talented staff and our highly successful Crime Solvers program. We pledge to remain focused on crime prevention and resolution, using technology to drive our deployment of manpower, and ask that all members of our community partner with us in these efforts. Citizen involvement has long contributed to the successes of the professional men and women of this department, and we need more – not less – active involvement to ensure that Virginia Beach remains one of the safest cities in the nation."

SINGLE CAR TRAFFIC FATALITY

A single vehicle accident occurred February 3rd, 2008 at approximately 6:20 P.M. at the 1200 block of North George Washington Hwy. A 2004 Ford pick up truck was traveling southbound on North George Washington Hwy when the driver lost control of the vehicle. The vehicle then drove off the right side of the road, striking several poles and a pump house station before coming to rest. The driver was transported to the hospital where he later died as a result of his injuries.

The driver was identified as 70 year-old Phillip Duke Melton who resided at 1100 block of Red Maple Road in Chesapeake.


DRUNK DRIVING ACCIDENT

On February 2nd, 2008 shortly after 11:00 pm, a Chevy SUV, with one occupant, exited Interstate 64 onto Battlefield Blvd- South when an Oldsmobile sedan, with two occupants, traveling north on Battlefield disregarded a red traffic light. The vehicles collided and the passenger of the Oldsmobile was pronounced dead at the scene. The driver of the SUV was not injured. The driver of the Oldsmobile was transported with seemingly non-life threatening injuries. Further information on the victim will be provided after family notification has been made.

UPDATE 2/4/08:

The man who died as a result of an accident at N. Battlefield and I64 on February 2, 2008, has been identified as 64 year-old Raymond Humphrey. Humphrey was a passenger in the Oldsmobile that ran a red light. He resided at Frailey Place in Portsmouth. The driver of the Oldsmobile, 44 year old Burton Smith, has been charged with DUI and disregarding a traffic signal. Smith also resides at Frailey Place in Portsmouth. It is unclear at this time if Humphrey’s death was the result of the accident. Detectives are waiting for the cause of death from the Medical Examiner.


K9 OFFICER ON PATROL CATCHES RAPIST IN THE ACT

On Thursday, January 31, 2008 at 2:12 a.m., a Virginia Beach Police K9 officer was patrolling in the Third Precinct when he located a vehicle parked in a dead end near the intersection of 5600 block of Regent Lane and Baker Rd. The officer saw a person’s leg in the passenger’s side window of the car, and as he approached, he saw a man climb off the top of a female in the front seat. The man scrambled to reassemble his clothing and jumped into the back seat of the car.

The officer reached the passenger door and came into contact with a female that was highly intoxicated and partially dressed. She was incoherent and unaware of her surroundings.

The female was transported to a medical facility for treatment and evaluation.

Investigators conducted numerous interviews while Forensics Technicians collected evidence. They determined that the suspect and a friend met the intoxicated female at a local bar earlier in the evening. They traveled to the darkened area where the suspect sexually assaulted the victim.

The suspect, Reginald V. Harris, 26, of the 2200 block of Hanson St., Norfolk, VA, was charged with Forcible Rape and Object Sexual Penetration. He was transported to the Virginia Beach Correctional Facility where he was held without bond.

This case remains under investigation by the Departments Special Victims Unit with Detective Brendan Paulsen as the lead investigator.


DRUNK DRIVER CRITICALLY INJURES VSP TROOPER ON INTERSTATE 81

A Virginia State Police trooper remains in the hospital Saturday after having been struck and severely injured by a drunk driver Friday night (Feb. 1, 2008) on Interstate 81 in Southwest Virginia.

Just before 11 p.m. Friday, Trooper K.S. Chapman stopped a vehicle traveling southbound on I- 81 at the 38 mile marker in Smyth County. At approximately 11:07 p.m. as the trooper was finishing up the traffic stop and the stopped vehicle was pulling away, a Ford F-150 pickup truck ran into the back of the trooper’s vehicle. The pickup truck then crossed back over the southbound lanes of I-81 and ran off the left side of the road. The pickup overturned in the median and came to rest upside down. Meanwhile, the impact of the crash forced the trooper’s vehicle to cross the southbound lanes and come to rest off the left shoulder.

Trooper Chapman had been sitting in his marked 2006 Ford Crown Victoria, which was parked on the right shoulder of the southbound lanes of I-81 with its emergency lights activated, when the pickup truck crashed into his vehicle. Trooper Chapman was flown by Virginia State Police Med-Flight helicopter to the Bristol Regional Medical Center. His injuries are severe and he remains in intensive care. Trooper Chapman, 30, is assigned to Smyth County and has been with the Virginia State Police for five years. The driver of the pickup truck, Barry Dean Marshall II, 32, of Abingdon, Va., was taken by ambulance to Smyth County Community Hospital for treatment of minor injuries. Marshall has been charged with DUI. Additional charges are pending as the crash is still under investigation. Also assisting at the scene and with the investigation were Chilhowie and Smyth County EMS, the Smyth County Sheriff's Office, Town of Marion Police Department and Virginia Department of Alcoholic Beverage Control (ABC).

"This is the second Virginia State Police trooper in four months to be struck and seriously injured by a drunk driver," said Colonel W. Steven Flaherty, Virginia State Police Superintendent. "Impaired drivers put every motorist’s life at risk, including the lives of our public safety professionals." "With Super Bowl Sunday festivities upon us this weekend, the State Police are stressing that every driver be drug and alcohol free before getting behind the wheel," continued Colonel Flaherty. "State police statewide will be out aggressively looking for impaired drivers Sunday night and into Monday morning, and with additional law enforcement on patrol I also emphasize the need for motorists to obey Virginia's 'Move Over' law."

Since 2002, Virginia law has required motorists to move over a lane or, if unable, to slow down when passing emergency services personnel and vehicles stopped on the side of a road and interstate. "Move over, slow down and help protect those who protect you," said Colonel Flaherty


THREE SUSPECTS SOUGHT FOR ROBBING FOOD LION ON SHORE DR

Virginia Beach Police are seeking the public’s assistance in identifying and locating three suspects sought for committing an armed robbery of the Food Lion in the 5100 block of Shore Dr.

On January 31, 2008 at approximately 6:00 p.m., the three suspects entered the store. While one of the suspects remained at the entrance of the store, the two other suspects demanded money from the clerks. One suspect displayed a handgun. After receiving an undisclosed amount of money, the three suspects fled from the store. No one was injured in this case.

Suspect #1 is described as a black male, age 18-25, 5'7"-5'8" tall, 140 pounds. He has dark skin and was wearing a black hooded sweatshirt and black mask. He was armed with a black semi-automatic handgun. Suspect #2 is described as a black male, age 18-25, 5'9"-5'10" tall, 180 pounds. He has light skin and was wearing a black hooded sweatshirt and black mask. It is unknown if he was armed. Suspect #3 is described as a black male, age 18-25, 6'2" tall, 220 pounds. He has dark skin and has a beard. He was wearing a black mask covering only his eyes. It is unknown if he was armed. There is not a suspect vehicle description.

NASA TV SHOW HIGHLIGHTS SPACE-AGE SPIN-OFFS

HAMPTON, Va - NASA, the National Aeronautics and Space Administration, celebrates its 50th anniversary this year. In five decades the aerospace agency has made a big difference in people's lives, but many of us don't know how.

A new half-hour television program called "NASA 360," produced by NASA's Langley Research Center in Hampton, Va., in cooperation with the National Institute of Aerospace, helps answer that question. "Our goal is to show how NASA has changed and continues to change all of our lives in a positive way," said Michael Finneran, "NASA 360" executive producer. "We do this by examining how technologies developed by or for NASA are being used in everything from space exploration to everyday consumer products."

"NASA 360" has a fast-paced feel designed to appeal to the Internet generation as well as the traditional television audience. It is hosted by Johnny Alonso and Jennifer Pulley. Alonso has performed in movies and on television, including in "Dawson's Creek" and "One Tree Hill." Pulley has appeared in "NASA Connect" and many commercials.

"We're trying to reach younger audiences to excite them about NASA and its contributions by putting 'NASA 360' on YouTube, MySpace, Facebook and other web sites," said co-producer Mike Bibbo. WARRANT AND FUGITIVE SQUAD CAPTURE SUSPECT WANTED FOR ATTACKING WOMAN

On October 9, 2007, a 25-year-old female was awakened to find an armed man in her bedroom in the 800 block of Woolard Crescent. The man sexually assaulted the victim, then fled her residence. Police identified the suspect as Aaron Christopher Cole, 31, address unknown. Warrants were issued on Cole for Sexual Penetration with an Object, Armed Burglary, Use of a Firearm in the Commission of a Felony, and Possession of a Firearm by a Convicted Felon.

On January 31, 2008 at around 4:30 p.m., the Virginia Beach Detective Warrant Squad, along with the assistance of the U. S. Marshal’s Fugitive Task Force, apprehended the suspect in Portsmouth. This was a multi-jurisdictional effort with several other Hampton Roads cities assisting on the suspect’s capture. Cole was arrested without incident.

He is currently being held without bond at the Virginia Beach Correctional Center.

This case remains under investigation by the Department’s Special Victim’s Unit with Detective Robert Neves as the lead investigator.


HAMPTON JUVENILES CHARGED WITH ARSON

Two Hampton juveniles, aged 16 and 17, have been charged with conspiracy to commit a felony and felony burning of personal property.

Hampton Fire Investigators charged the juveniles after investigating a fire that occurred in the early morning of January 23rd, in the 1700 block of Grimes Rd. The vehicle was fully involved when fire crews arrived. The van was parked in the driveway next to the home. There was no damage to the home, and no one was hurt.


STOLEN TRUCK DISCOVERED BY ARMY CORPS DREDGING VESSEL

In preparation for the anticipated reopening of the lock operations on the Dismal Swamp Canal, the U.S. Army Corps of Engineers’ Norfolk District discovered a 1999 Ford 150 truck near the feeder ditch on the west side of the canal while performing routine debris removal operations. The Army Corps Vessel Elizabeth crew quickly removed the truck before it caused significant damage to future boaters navigating the Atlantic Intracoastal Waterway. Subsequent investigation by the city of Chesapeake Police Department revealed that the truck was reported stolen in 2003 by Marine Environmental Corporation of Portsmouth, Va.

The suspension of the locks at the Dismal Swamp Canal has been in effect since October 30, 2007, when the water levels dropped to 3.6 feet from its normal controlling depth of six feet. Since the lock closure, the water level at Lake Drummond, which feeds into the Dismal Swamp Canal, has raised 10 inches. The current lake level of 4.4 feet is expected to increase due to rain forecasted over the next two weeks. The Corps will announce the canal’s reopening once a firm date has been set. Since 1977, the Dismal Swamp Canal has been temporarily closed 15 times due to low water levels in Lake Drummond.

As two important facets of the Army Corps’ civil works mission, debris removal and dredging operations ensure that vessels from the smallest recreational boat to the largest container ship are able to safely transit local waterways. Over the years, Norfolk District crews have removed pieces of pilings and piers, abandoned vessels and even a dead whale.

OVER ONE HUNDRED PETS, DEAD AND ALIVE, FOUND IN RESIDENCE BY ANIMAL CONTROL

On Tuesday, January 29, 2008 at 10:56 a.m., Animal Control Officers responded to a residence in the 200 block of N. Lynnhaven Rd to investigate a complaint of ferrets living in poor conditions. Virginia Beach Police were called to the scene to assist. On arrival, Animal Control officers discovered a dog, three cats, a bird, and over one hundred ferrets living in deplorable, unsanitary, and crowded conditions. Most were suffering from dehydration and malnutrition.

All of the animals have been removed from the property by the Bureau of Animal Control and taken for treatment to a local veterinarian. Sixty-one ferrets were euthanized due to their severe health conditions. Sixteen ferrets are being housed at the Bureau of Animal Control; twenty- three are being housed at the SPCA. The remaining animals will be held pending a court hearing.

Through further investigation, Animal Control officers located freezers in the residence and garage that contained the frozen carcasses of 89 ferrets, 1 rat, one cat, and one otter.

Charges against the residents are pending.

This case remains under investigation by the Bureau of Animal Control with Officer R. M. Strickland as the lead investigator.


WANTED FOR MALICIOUS WOUNDING

Detectives have charged Anthony Lorenzo Vann for shooting a 45 year-old woman last evening. Vann was identified as the shooter and has been charged with malicious wounding and use of a firearm in the commission of a felony.

On January 27, 2008 at approximately 8:12 pm police received a call of a female that had been shot in the 1300 block of MacDonald road. Upon arrival, police located a black female with a gunshot wound to the lower back. The victim claimed she was walking down MacDonald Avenue when Vann approached her from behind and shot at her several time, striking her once. She is expected to recover.

Vann's date of birth is 8/3/86 and his last know addresses are 1300 block of MacDonald Road and 6000 block of Jefferson Avenue in Newport News. The motive for the shooting is still unclear. Anyone with information on his location is asked to call the Crime Line at 1888-LOCK-U-UP.

Anthony Vann, wanted for malicious wounding and use of a firearm in the commission of a felony, has turned himself into police today at approximately 12:10 P.M.


OVERNIGHT ROBBERIES

January 26th, 2008 at approx. 10:50 pm, a b/m in his 20's with a medium to dark complexion, mustache, 5' 10 to 5' 11" - 170 lbs., with a dark coat, hooded cap, dark pants and white tennis shoes, walked into the Wilco gas station located at 6104 Jefferson Ave. N.N., produced a small silver colored handgun and robbed the clerk of cash.

At approx. 1:30 am January 27th, 2008 a man matching nearly the same description entered the Walgreens located at 600 J.Clyde Moris Blvd. produced a small silver colored handgun and robbed the clerk of cash.

MAN ARRESTED FOR SOLICITING JUVENILES

Newport News Police Special Victims Detectives have arrested a Hampton man in connection with soliciting male juveniles for immoral purposes. Thomas Edward Kashin, 73, of the 100 block of Dane Court in Hampton has been charged with one count each of attempt crimes against nature and soliciting for crimes against nature. Kashin was arrested at his residence January 25th, 2008 without incident and was placed in the custody of the Hampton City Jail.

Apparently Mr. Kashin, while in his car, approached the victim and offered money in return for inappropriate sex acts. The victim refused, left the area and later reported the incident. This incident occurred at about 6:00 P.M. on Tuesday, January 22, 2008 in the 800 block of J. Clyde Morris Boulevard.

A patrol officer, being familiar with his patrol area, recognized the description of the suspect and subsequently provided the detective with Mr. Kashin’s information. Additional information led to his arrest today.

Detectives are also investigating a similar case reported to have occurred in the 11000 block of Warwick Boulevard on January 6, 2008 at about 8:30 P.M.

Detectives also feel that there may be other victims that have not made a police report. These victims are urged to contact Detective Aaron Thornton at 928-4200 so that there case can be properly investigated.

Additional charges against Mr. Kashin are pending.


JUVENILE ARRESTED FOR POSSESSION OF WEAPON AT SCHOOL

At around 10:00 am January 25th, 2008 a 17-year-old Warwick High School student was arrested, at school, after he was found to have brass knuckles in his possession. During the investigation a non-functional 25cal. handgun was also found in the student’s locker. The 17-year-old was taken to Juvenile Intake and charged with possession of a concealed weapon (brass knuckles) and possession of a firearm on school property. The juvenile remains in Juvenile Detention.

Even though this real hand gun was non-functional it represents a potential danger to the safety of the school students and faculty.


TWO MASKED BANK ROBBERS FLEE FROM SCENE IN STOLEN CAR

On Thursday, January 24, at 4:18 p.m., Emergency Communications received a call for a report of a robbery at the Bank of America, in the 1300 block of Fordham Dr., Virginia Beach.

Police responded to the scene and made contact with the bank employees. They obtained a description of the suspects, and provided the information to officers over the radio. Officers combed the surrounding area, looking for the suspect vehicle.

Investigators determined that the two masked suspects entered the bank As one suspect held the customers at gunpoint, the second suspect demanded money from the bank tellers. After the suspects obtained money, they were seen fleeing the scene in a green Ford Explorer. Through further investigation, detectives learned that the suspects parked the green Explorer and were seen getting into a red Ford Sports Utility Vehicle. The green vehicle was determined to be a vehicle that had been reported stolen.

The first suspect is described as a white male, 5'8"-5'10" tall, with a medium build, armed with a silver handgun. He was last seen wearing light-colored pants, a dark jacket, dark mask, and a dark hat.

The second suspect is described as a white male, 5'8"-5'10" tall, with a medium build. He was last seen wearing dark pants, dark jacket, dark mask, and a dark hat.

ASSAULT LEAVES VICTIM HOSPITALIZED

On Thursday, January 24, 2008 at 10:41 a.m., Police and Emergency Services Personnel were called to a report of an injured man found inside a residence in the 3000 block of Cobblestone Dr. Once units arrived on scene, they located an unresponsive man suffering from a head wound. He was transported to a local hospital, where he remains in critical condition.

Investigators worked through the night to determine the cause of the victim’s injuries. They determined that the man’s injuries were due to an assault and were not self-inflicted. A suspect was identified in the assault of the victim, a 30-year-old Virginia Beach resident. Jonathan Lee Jones, 23, who last resided in the 1600 block of New York Avenue, Virginia Beach, is wanted by Police for his involvement in this case. Warrants are on file for his arrest for Aggravated Malicious Assault, Domestic Assault, and Failure to Appear in Court.

Jones is described as a black male, 6’2" tall, 180 pounds, with black hair and brown eyes. He is known to frequent Ole Towne Lane and Friendship Village Apartments in Virginia Beach.

BANK ROBBER WITH SUSPICIOUS DEVICE CAUGHT BY POLICE

On Wednesday, January 23, at 12:14 p.m., Police and Emergency Medical Services personnel were called to the scene of a bank robbery in progress at the Wachovia Bank in the 1600 block of Laskin Rd.

As officers were arriving on scene, a lone female suspect exited the front of the bank, with a suspicious-looking device attached to her body. Bank employees informed Emergency Communications personnel that the suspect implied that she had an explosive device when she demanded money from the teller. Officers ordered the suspect down to the ground, and requested assistance from the Virginia Beach Police Department SWAT team and Bomb Squad. Officers evacuated the bank employees and customers from the bank and relocated them to a nearby business for their own safety.

The Bomb Squad verified that the device attached to the suspect was not an explosive device, but an item designed to look like one. The SWAT team searched the bank to determine if there were any devices in the bank, but none were located. Once the bank was rendered safe, forensics technicians processed the scene and investigators interviewed witnesses.

The robbery suspect has been identified as Lori Parente, 49, of the 500 block of 20th Street. She was charged with two counts of Robbery, and one count each of Entering a Bank While Armed, Threatening to Bomb, and Manufacture/Possession of an Explosive Device. She is currently being held in the Virginia Beach Correctional Center without bond.

VA BEACH POLICE SEEK MURDER SUSPECT

Police are seeking the public's assistance in locating the suspect wanted for the murder of Vernon Turner.

The suspect in this case has been identified as Fredrick Lewis Jones, A.K.A. "Little", 27, of the 5600 block of Banbury Ct., Virginia Beach. Warrants are on file for his arrest for Murder, Use of a Firearm in the Commission of a Felony, and Brandishing a Firearm.

Jones is described as a light skinned black male, 5'11" tall, 165 pounds, with black hair and brown eyes. He has two tattoos, one of which has the words “All kings” with a brick wall written on his right arm. His other tattoo is described as "Only the strong survive" on his left arm.

Jones should be considered armed and dangerous. Anyone with information regarding his whereabouts should contact the Virginia Beach Crime Solvers Office at 1-888-LOCK-U-UP (1-888-562-5887). ORIGINAL STORY 10/23/07:

BODY OF MAN FOUND IN YARD IN LAKE EDWARD

On Tuesday, October 23, 2007 at 7:21 a.m., Virginia Beach Emergency Communications received a call that the body of a man was found in the yard of a townhouse located in the 5600 block of Fanshaw Ct., Virginia Beach.

Police and Emergency Medical Services personnel were dispatched. Upon their arrival, the body was pronounced dead at the scene. Police secured the perimeter as investigators canvassed the area looking for witnesses. Forensics Technicians photographed and processed the crime scene.

This case is being investigated as a homicide. The victim appeared to have succumbed to an apparent gunshot wound. The 31-year-old man has been positively identified. His identity is being withheld until proper notification of his family is made. His body was transported to the Medical Examiner's Office in Norfolk for autopsy.

UPDATE 10/24/07:

The victim has been identified as Vernon Lee Turner, 29, of the 5600 block of Banbury Ct., Virginia Beach. Turner was believed to be 31 years of age, however, further investigation led to confirmation that he was only 29 years of age at the time of his death.


ICY CONDITIONS ON ROADWAY CONTRIBUTE TO MOTOR VEHICLE FATALITY

On Tuesday, January 22, at 5:15 a.m., Police, Fire and Emergency Medical Services personnel were called to the scene of a motor vehicle crash in the 4800 block of Ferrell Parkway. The caller reported that he lost control of his vehicle while traveling eastbound due to the icy conditions. His vehicle rolled over numerous times, but he was unharmed.

Within moments of the man reporting his vehicle crash, a second vehicle, a commercial truck, lost control on the slippery roadway and struck the man who had been involved in the first crash, pinning him between the two vehicles.

The man involved in the first crash, 40-year-old Edward C. Pacheco, of the 4000 block of Sadler Dr., Suffolk, VA, received massive trauma from the second crash and was pronounced dead on scene.

The driver of the commercial vehicle was not injured. No charges against the driver are pending at this time.

This crash remains under investigation by the Department’s Fatal Crash Team with MPO Jeff Menago as the lead investigator.

A Virginia man was recently selected by the Treasury Department to serve on the nationwide Taxpayer Advocacy Panel (TAP). Panel members listen to taxpayers, identify issues and make suggestions for improving IRS service and customer satisfaction.

James Brock, a resident of Williamsburg, Virginia, is one of 98 volunteers serving on the panel. He will represent local taxpayers as well as work on national issues. Upon his selection, Brock, a Retired Actuary said, "I have been privileged to counsel many start-up and existing businesses through the Williamsburg Chapter of SCORE (Counselors to America’s Small Business). I saw TAP as another opportunity to contribute to the growth and success of small businesses."

POLICE INVESTIGATE REPORTED ROBBERY AND RAPE

At about 11:30 P.M. Tuesday, January 22, 2008, two patrol officers were in the parking lot of the South Precinct located at Jefferson Avenue and Briarfield Road when they were approached by a man who stated that he an a female companion had just been robbed and that the female had been raped, in the area of 18th Street and Marshall Avenue.

Both victims report that they were sitting in a car in the 1800 block of Marshall Avenue and that an unknown suspect, armed with a small handgun, approached them and demanded that the male victim get out of the car. The suspect then struck the male victim several times with the gun and robbed him of cash. The suspect then demanded that the female get out of the car at which time the suspect fondled and raped her. After the rape the suspect reportedly returned to the inside of the car looking for additional property and, finding none, walked away in the direction of Marshall Avenue. The male victim reports being struck with the gun several times during this incident.

The suspect is described as a black man 18-21 years old, weighing about 140 pounds. He was wearing dark clothing including an oversized black jacket with fur on the hood. He was last seen walking north on Marshall Avenue.

Virginia law prohibits releasing the identity of the female victim other than that she is a sixteen-year-old Newport News woman. She was taken to a local hospital for treatment.

The male victim is identified as Larry Branch, 27, of the 2100 block of Woodmansee Drive in Hampton. Mr. Branch had no visible signs of injury and declined any medical attention.

POLICE INVESTIGATING BURGLARY AND RAPE

Newport News Special Victims detectives are investigating a burglary and rape that occurred in the 11100 block of Jefferson Avenue between 10:00 and 10:15 this morning. The thirty-five-year-old victim had returned home from a trip to the store and had been inside her residence for only a few minutes when she was accosted by two suspects who apparently were in the home when she returned. One of the suspects was armed with a handgun and raped the victim while the second suspect continued to go through the residence.

Both suspects are described as black men between seventeen and twenty-years-old. Both have small builds and both have a light complexion. Both were wearing what is described as black flight jackets with hoodies, black jeans and black shoes.

The suspects removed a pink portable DVD player along with several compact disks. The suspects left through the rear of the residence.

Update 1/28/08:

The victim in this case met today with investigators and provided information which led to the development of the two attached composite drawings of the suspects. Suspect #1 was armed with a handgun and committed the rape. The second suspect did not display a weapon and did not participate in the assault.


POLICE OFFICER FORCED TO SHOOT KNIFE-WIELDING SUSPECT

On Sunday, January 20, 2008, at 9:31 p.m. Virginia Beach Emergency Communications received a call for a male subject who was being disorderly and assaultive at a residence in the 200 block of 83rd Street. Moments later, an officer arrived on scene and encountered a male subject who was wielding a large knife. The officer ordered the man to drop the knife several times, but the suspect refused to do so. The suspect then advanced towards the officer, who was forced to fire his weapon at the knife-wielding suspect.

The officer immediately began rescue efforts, and called for Emergency Medical Services to respond. The suspect was transported to a local hospital, where he is continuing to receive treatment for the gunshot wound.

In accordance with Department policy, the officer who fired his weapon has been placed on administrative assignment, pending the outcome of this investigation.

As is standard in all officer-involved shootings, the Virginia Beach Police Department’s Investigative Division and Professional Standards Office, as well as the Office of the Commonwealths Attorney, are continuing their investigations into this incident.

UPDATE 1/30/08:

On January 29, 2008, shortly before 1:00 p.m., the suspect in this case was released from the hospital and taken into police custody. Ian Anderson Tarkenton, age 28, of the 200 block of 83rd St., was charged with one count of Attempted Malicious Wounding of a VBPD Officer on 1/20/08. He is being held in the Virginia Beach Correctional Center without bond.

This case remains under investigation.


OFFICER KILLED IN THE LINE OF DUTY


January 17th at approximately 8:40 P.M., Detectives were executing a narcotics search warrant at the 900 block of Redstart Avenue. Upon attempting to make entry, shots were fired from inside the residence, striking a detective. He was transported to Norfolk Sentara Hospital were he died as a result of his injuries.

Narcotics Detective Jarrod Shivers,(pictured above left) who was 34 years-of-age, was an eight-year veteran with the Chesapeake Police Department and had been working in the Special Investigations Section (Narcotics) for two and a half years. He is survived by his wife and three children (ages 2 [boy], 8 [girl] and 14 [girl]).

After the shooting, detectives retreated for their safety. The home remained surrounded until SWAT team members arrived. SWAT entered the home and found no further suspects.

The suspect has been identified as 28 year-old Ryan David Frederick (pictured above right). He resided at the 900 block of Redstart Avenue where the shooting took place. He has been charged with 1st degree murder and use of a firearm in the commission of a felony and is currently being held at the Chesapeake City Jail.

New information has been authorized for release:

  • Detectives involved in the narcotics search warrant of Redstart were all wearing body armor, including Det. Shivers
  • The word "POLICE" was displayed on the front of their covers along with their police badged. Helmets were worn, which also had "POLICE" displayed.
  • The Detectives executed what is called a "knock and announce". This is being released to clarify whether the Detectives identified themselves while executing the search warrant.

VICTIM IDENTIFIED IN SUSPECTED SUICIDE

The victim at the Denbigh boat ramp is 60-year-old Robert James Arthur of the 700 block of Arrowhead Drive in Newport News.Next of kin has been notified. All preliminary indicators suggest this is a case of suicide. This death investigation continues and final determination of cause of death will be made by the medical examiner.


POLICE DEPARTMENT TO CONDUCT SATISFACTION SURVEY

Beginning Friday, January 18, 2008, and continuing through Sunday, January 20, 2008, the Newport News Police Department will conduct a telephone survey designed to survey the level of satisfaction the Community has for the police department.

The survey involves answering nine (9) questions by using the keypad of a touch-tone telephone. The phone call will begin with a recorded voice explaining the survey and how to participate. The recording will then ask each question and give a choice of answers. After answering the questions, there will also be an opportunity to leave comments. In addition to the survey, participants may also call 928-4399 to leave comments.

A total of 1,771 households were randomly selected for this survey. Our goal is to obtain responses from as many of those households contacted as possible. The information obtained from this survey is totally anonymous and will be compiled and studied and the results used to assist the Department in our crime fighting efforts.
